		<description>Having dicked about for a month with "apply these settings to all folders" I finally googled the problem and there was your solution. I nearly always use Windows+E and, at least for now, those Explorer windows are staying the size I want. Many thanks.</description>

It's just a matter of chaining the ring type from Ring to Vibrate and Ring to do this click 

Start, Settings, Sounds &#38; Notifications, Notifications Tab, Select Phone: incoming call and change the Ring Type to Vibrate and ring.
